The Extent of the Communicator's Knowledge and Application of Iraqi Media Broadcasting Rules

This study examines the general standards governing audio-visual programs and the extent to which they are applied by media communicators in Iraq in light of the Media Broadcasting Rules issued by the Iraqi Communications and Media Commission in 2019. The research problem centers on identifying the level of awareness communicators have of these standards and the degree of their professional compliance with them. The study is significant because it explores the relationship between regulatory requirements, media outlet policies, and the communicator’s professional values in shaping balanced and responsible media performance. Using a descriptive survey method, the research targeted workers in licensed Iraqi radio stations and local, Arab, and international satellite channels operating in Iraq. The findings indicate that limited awareness of professional codes and broadcasting regulations contributes to confusion, bias, and reduced accuracy and transparency in media discourse. The study also shows that monitoring and regulatory procedures alone were insufficient to fully prevent violations because of ownership influence and weak legal deterrence.
