Abstract
The transition of any state to democracy necessitates the existence of fair elections capable of giving the people the right to choose their representatives in the legislative authority periodically, and holding elections requires an effective electoral system that is commensurate with the state’s political, economic and social conditions that would transform the votes of voters into seats. The process of choosing the electoral system is one of the most difficult issues facing democratic countries, especially emerging ones that have not practiced elections, their system and procedures, so they may change from time to time from one electoral system to another, and Iraq is one of the countries that changes the election laws before each electoral process for various reasons, often related to the desires of influential political forces and large parliamentary blocs, but the matter changed after the (2019) protests, when popular forces entered the line to demand a change in the election law and a transition in Iraq from the proportional representation system that was subjected to much criticism between (2005) and (2018), to the majority system that Requires multiple constituencies
