Abstract

Iraq has witnessed several electoral processes since 2005 onwards, It had many defects as a result of the recent experience and the legislative inability to organize this process in a sound and impartial manner, As well as many other problems such as external interference or influence on the will of voters by force of arms or fraud and the like.

After the demonstrations that started in October of 2019 in most of the central and southern governorates, calling for political and economic reform and the fight against corruption, And what resulted from the resignation of Adel Abdul-Mahdi’s government and the formation of a new government headed by Mustafa Al-Kazemi, which considered holding early parliamentary elections one of its first priorities, This is what actually happened by setting the date for holding the elections in June of the year 2021, and then this date was postponed at the request of the Electoral Commission to October of the year 2021.

With the setting of this date and the imminent conduct of these elections, the problem of support and monitoring of these elections and the possibility of turning this concept into supervision and intervention, whether from regional or international countries or from international organizations, especially the United Nations, emerges.
