Abstract

The initiative in building relationships between countries is based on two pillars: either this initiative is founded on necessities or it is based on choice. The latter is adopted by most countries in the world as an international norm to achieve and maintain international peace and security. Regarding the first pillar، necessities، a state is compelled to intervene to limit a specific crisis for fear that it may develop into a problem and become problematic. This occurred in Iraqi-German relations after the year 2003، as Germany found it necessary to strive for stability in Iraq، especially after the emergence of terrorist groups that began to threaten international peace and security، represented by the "al-Qaeda" terrorist organization and the "ISIS" terrorist organization. We will address the most prominent German positions regarding key Iraqi issues from 2003 to 2023، including German support in most Iraqi fields.
