On the Relationship between the State-Building Process and the Achieving the Strong State through Thinker Perspective “Fukoyama”: Iraq Case Study

Abstract

Weak-failed states face a problem of "the failure of the state-building process" in it, and therefore they represent the source of many of the world's most dangerous problems. Therefore, the state-building process constitutes today one of the most important issues and problems of the international community.

Iraq as a state is not an exception to this situation, and raising the issue of "achieving an effective state" is a reflection of the state of "concern" that the conscious educated elite of the sons of Iraq have, about the fate and future of their country. This "concern" is a product of the dangerous developments surrounding the Iraqi state since the US occupation in 2003.

Therefore, the situation in Iraq is very "worrying", and it is the result of multiple factors, so the following question arises in its connection: How can the Iraqi case be studied and analyzed, and in light of any of the methodological approaches in political science this work is done?

Several studies were presented in this regard and described Iraq as: a fragile state, a failed state, a weak state, a humiliating state, and a sterile state. Each of these names has its justifications and arguments. Now we ask: How can an effective and strong state be created in the context of this complex intertwined situation? Is Iraq still "dreaming" of being a state, and what form of states?

This study attempts to address this intertwined situation. What is Iraq really like, what kind of countries can be classified and at what stage of “state building” does Iraq find itself?

Therefore, and by linking between (the process of state building) and (the strong active state), the study aims to give an answer to the problem of Iraq's status as a state. In this context, it resorts to discussing the views of the thinker (Francis Fukuyama) regarding how to build the state and achieve a strong state through building effective institutions, the rule of law and increasing the capacity and efficiency of the state.
