Abstract

Major changes have been done in the world order over the past three decades، these changes led to collapse of the Soviet Union (USSR) as a rival superpower of the other power, which is the United States of America، this international order became controlled by one pole after it was two poles، and under these changes the Soviet Union re-emerged represented through the Federal Russia، which became another superpower competing with America، and these changes helped the growth and emergence of a third new pole; China، after it was an isolated country. Governed by a strict and closed totalitarian regime and through new visions in the political، economic، strategic، military and technological fields، it has become a powerful country through its geographical advantages near Taiwan and the Sea of China، making it expand as a superpower on a global scale and not limited to the East Pacific، Taiwan and the South China Sea. African - Latin America، particularly cooperation and openness with the Russian Federation as one of its options for participating in the managing of the international order.
