Security Policy and the State-Building Project: A Perspective on the Concept and Challenges

This study examines the concept of security policy and its role in the state-building process by clarifying the relationship between politics and national security and analyzing the mechanisms of formulating security commitments and mobilizing state capabilities to confront internal and external threats. The study also discusses the reality of Iraqi security policy and its political, social, security, economic, and informational dimensions, in addition to highlighting the role of research and strategic studies centers in supporting security decision-making and developing appropriate plans and strategies. The study concludes that the success of security policy depends on the state's ability to employ its human, material, and scientific resources within an integrated strategic vision based on scientific research and sound planning, thereby enhancing national security, promoting stability, and consolidating a state of citizenship and institutions.
