I that which concerns us here is not I sense the community. There are three types of political cultures depending on the basis of community development: old culture, submission, and contribution one, each one of them is consistent with a described political structure. It is noteworthy that these three types of cultures were not so free and independent of each other in the community but are overlapping with each other, but it may look like that one of them is dominant, or may seem to be together with other types by levels of culture and civilization of the people in the community, and those levels are inseparable from levels experienced by the general evolution of society. Contribution culture is based on two pillars: first: the rights of citizenship and the second: participation in decision-making. To spread a culture of contribution means that all individuals have equal citizenship rights which are the essential foundation for achieving Iraqi national identity.
