Institutional Building and Its Effect on the Soft-State
Abstract
The research deals with the concept of the soft state and the converging concepts and their properties according to the propositions of Gunnar Myrdal in the seventies of the last century. The soft state is the state that does not apply the law not because the law is impotent or the presence of gaps, but rather it is not applied due to the desire of the dominant elite that is indifferent to the law because of its money and immunity that protects it and the young or The employees receive bribes to overlook the application of the law, and corruption is rampant in this country and it is a good feature and a general phenomenon, and this leads to the collapse of the economy, which is completely dependent on the outside to cover the inability to cover its needs. There is a reciprocal relationship between corruption and the laxity of the state, in addition it leads to severe societal division and the emergence of sub-identities at the expense of national identity and thus weakening of national affiliation.
